Dear Sisters and Brothers:

Today we met with the Company and the Federal Mediator at the Madison Headquarters. It was our opportunity to give them a package that we believed would meet your expectations. Among the issues our package included improvements to the Pension Plan, fair wage increases, and a medical proposal.

The medical portion of our proposal contained the EPO plan that would cover all the employees that have any of the HMO's currently. The Physicians covered by the EPO plan would contain all physicians currently covered by the HMO's plus additional physicians. With this plan there would be no need for a referral to go to another "in network physician". With our proposal there was a minimal increase to the employee's premium, no office visit co-pay, no deductibles on the prescription drugs, and enhanced vision coverage that becomes part of the medical plan.

At this point the proposed administrator is First Health and you can visit their web site at http://www.firsthealth.com You will need to click on "I am a Consumer" then click on "electronic directory". Once you are there, you can search for providers in your area.

The Company spent the afternoon reviewing our proposals and we broke sometime late in the day. They needed additional time to review and respond to our proposals. We will reconvene on Friday, September 12, 2003 with the Company and the Federal Mediator.
