Dear Sister or Brother,

As you may be aware, Local 965 filed their third Unfair Labor Practice
(ULP) charge against Alliant Energy with the National Labor Relations
Board (NLRB).  The first charge regarding the Company unilaterally
changing the previously negotiated procedure SAF 118.  This charge was
deferred to arbitration due to the fact there was also a grievance filed
relating to this subject.
The second ULP charge as you probably remember, was due to
Alliant implementing the medical plan including the additional costs.
Affidavits have been taken by the NLRB and position statements are being
submitted to them by our Legal Counsel.  We expect the board to review
that charge soon.
The third ULP charge was filed when Alliant Energy continued
it's bad faith bargaining tactics.  On February 6, 2004 Alliant Energy
Bargained regressively from a previous offer submitted to the Union on
January 12, 2004.  The Union gave the Company the opportunity to
reconsider their position at the table but they refused.  On February
12, 2004 the Company again chose to offer a package that was less in
value than it's January 12, 2004 offer.  The third ULP charge was filed
after the Union gave the Company opportunity to correct their offers and
they refused.  The Board is expected to come in next week to take
additional affidavits from Business Manager Reents early next week.
There will be Informational Picketing this Saturday in Madison
at the Capital Square.  We expect a huge turnout with additional Union
members traveling as far as Iowa.  Members from other Locals are coming
to help support us fight against Alliant Energy and their inability to
bargain in good faith.  We hope to see each and every one of our members
Saturday because there is no reason for other Union Members to fight our
battle without us; rather we need to welcome them and their support
along beside us.
Because of additional complications of the Capital Police and
Madison City Police jurisdiction we need everyone to check in at our
office at the Madison Labor Temple, prior to the informational
picketing.  We will begin at the Madison Labor Temple in rooms' 201a and
201b at 8:00 a.m. sharp Saturday February 21, 2004.  Picketing will last
until Noon and we will be returning to the Labor Temple shortly
thereafter.  Anyone not able to make it promptly at 8:00 a.m. will still
need to stop by the Madison Labor Temple prior to heading toward the
Capital.
