Today, Wednesday, February 25, 2004 the Union's Negotiating Committee met with
the Company's Committee and The IBEW 6th District International
Representative, Jim Dahlberg. The Federal Mediator was not able to be
present due to a personal conflict.
We began the day with a joint off the record discussion of the two committees
with Bill Harvey from Alliant Energy in attendance. We had
discussion on issues with the present negotiations and the issues facing the
relationship between the Company, the Union and the Workers. After
this session Shawn and Jim Dahlberg presented a revised four-year package that
our Committee felt good about reaching resolution. The Company considered
the offer that we had proposed until after lunch.
The offer our Committee proposed had wages increased by 3.0% in the first year
with full retroactivity. The second and the third year had
percentage increases of 3.25%, but still had delayed wage increases to go in
effect in late November of each year. The fourth year, that was
proposed, had a wage increase of 3.5% and would go into effect in May. The
proposed Social Security offset, which would help us gain a permanent
improvement to the current pension plan, would be changed to 46% versus the 45%
that was offered in the last offer that you voted on. Another benefit was that
this proposal would lock in the Medical premium for the fourth year, which our
committee saw as a positive move.
The Company rejected our offer and left us with a package showing NO MOVEMENT
from yesterdays offer. As you may remember, yesterday's
proposals had two options, Option A or Option B. Company's statements
included "Acceptance of one is the rejection of the other" and
"No more
room for Movement". See the attached chart for comparison of the
Company's offer of Option A and Option B. After receiving this same
proposal, we adjourned for the day with no further progress.

We are scheduled to reconvene negotiations on Wednesday, March 10, 2004. The
Mediator has conflicts in her schedule that will not allow us to
meet before that date. We will be conducting more informational picketing
at the Alliant CSC/DDC building in Janesville this Saturday,
February 28, 2004 from 9:00 AM to 12 Noon. There will be more details to
