Dear Sisters and Brothers:

Yesterday your Union Negotiating Committee met with the Company to resume negotiations.  We also had the federal mediator and our IBEW International Representative Jim Dalhberg present to assist.  We began preparation approximately 7:30 a.m. and formally began negotiations sometime around 9:00 a.m. Sometime throughout the day our committee for the first time had seen a little movement in the right direction from the Company.  We continued to make small changes in an effort to put a package together with improvements from the best and final offer package that was already before you. Although progress was being made, it was going at a very slow rate but we decided to continue on.  Slightly after 1:00 a.m. in the morning (this morning) both sides reached a point where they felt no more changes were going to occur during that particular session.  We set a tentative date to continue for next Wednesday October 15, 2003.
