Local 965 Union Proposals
Agreement
- Length of Agreement two years.
Neutrality Clause
- Add Neutrality Language.
Successor Clause
- Stronger Successor Language.
Article I (A)
- Revisit continuing problems associated with Behavioral Interviewing and
lack of commitment from 1999 report out.
Article II
- Article II paragraph (6) Change to reflect current practices
Article III
- Add (15) to Article III, When a salaried employee bids and secures a
position which returns them to the bargaining unit, upon completion of their
probationary period, the employee’s seniority shall be computed and
commence as of the start date into the bargaining position permanently. Also
if the salaried person bids and secures a Journeyman position, which is
listed in Article VI, section (a), their accredited time shall be computed
and commence from the time they returned to the bargaining position.
Article IV
- Article IV paragraph (2), Reduction in Forces. Change all referenced 20
calendar days to 30 calendar days.
- Article IV paragraph (5)(b). Change 1.25 weeks to 2.50 weeks and a maximum
of 37.5 to 75 weeks, which is equal to 2.5 x 30 years of service.
Article VII
- Article VII paragraph (2) Union Business. Amend letters of agreements and
understandings to include additional Assistant Business Managers benefits.
Article XII
- Article XII. Amend paragraph (3) to read as follows: An employee who has
completed one (1) year six months of service…
Article XIV
- Article XIV. Increase all meal allowances by $2.00.
- Article XIV paragraph (3) "storm duty expense". Increase
allowance to thirty-five, ($35.00).
Article XV
- Article XV. Add travel policy to agreement.
- Increase payments to travel rule policy and eliminate true up method.
Article XVII
- Article XVII Call-Back Minimum paragraph (1). Amend to read as follows: A
minimum of two (2) three (3) hour’s pay…
Article XXI
- Article XXI. Add paragraph that allows sick leave for family illness to
accumulate up to 180 hours.
- Article XXI. Add paragraph to allow retiring employees the option of using
100% of their accumulated sick leave to offset age for retirement purposes;
or years of service; or may cash out 100% at retirement.
Article XXIV
- Article XXIV paragraph (4). Add (c) Aunts, Uncles, Nieces and Nephews.
- Article XXIV paragraph (6). Amend to read: Regular scheduled work hours,
up to 12 hours.
Article XXVII
- Article XXVII paragraph (6). Increase the supplemental monthly payment to
$5.00 and also update reference in Article IV paragraph (6).
Article XXIX
- Increase the Lead rate to $.55.
Article XXX and XXXI
- Article XXX paragraph (7) & XXXI paragraph (9). Change sixteen (16)
hours to twelve (12) hours.
Article XXXIII
- Article XXXIII. Make paragraph (9), (9)(a) increasing idle time to $1.00.
Create paragraph (9)(b) to reflect non-commodity language with increase to
idle time premium to $2.00 and change the idle times from $.50 to $1.00.
Create paragraph (9)(c) with language for single motel rooms.
- Article XXXIII paragraph (11)(a). Increase Certified Welding Program,
(Section 9) premium. Change premium to ($1.25) per hour for all hours
paid. Add to paragraph, upon establishing and maintaining certification
the welder shall receive twenty cents ($.20) per hour for every year in the
certified welding program for all hours paid.
- Article XXXIII. All other premiums listed in Article XXXIII to be
increased by ($.05) per hour.
Miscellaneous Item
- Re-establish a Job Study process.
- Change the job title of Area Operations Representative to Customer Service
Representative.
- Increase safety toe footwear allowance to $100.00 annually.
- Create a dollar for dollar annual match, up to $65.00, for walking shoe
replacement for the positions of Senior Customer Field Representative,
Customer Field Representative and Meter Reader.
- Increase Flame Retardant Clothing initial rate to $600.00 for employees
when they first become eligible and also increase the annual flat rate to
$400.00 to employees for replacement of Flame Retardant Clothing as needed
- Change the reference in the WP&L Company Policy and Procedures Manual,
Hourly Employee Relocation Benefits – Man 24. Change the reference from
DTA included in the reimbursement provided by the Company to RP-4 of the new
Travel Rule Policy put in place in the 1999 negotiations.
- Add the Bargaining Unit position of Plant Safety Coordinator to the
Edgewater, Nelson Dewey and Rock River/Blackhawk Generating plants.
Benefits
- Freeze Health, Dental and Vision employee contributions, co-pays,
deductibles and maximum out of pocket contributions at the current 2003
rates for the term of the agreement.
Medical
- Increase Chiropractic coverage to 20 visits per year.
- Increase or remove the Flexible Spending Health / Dependent Care Account
Cap.
- Increase Hearing Aid benefits $1000 every 3 years, to $1000 every year.
- Ask the Company to join with the Union to endorse the state health plan of
the Wisconsin State AFL-CIO (and other stakeholders) and also to work in
coalition with the Union and the State AFL-CIO to establish said plan.
Dental
- All Composite Fillings shall be paid at reasonable and customary rate,
whether front or back teeth.
- Decrease dental deductible to $30 per individual.
- Increase the Orthodontics benefits Maximum Coverage to $3,500.
Vision
- Include Vision Correction Procedure coverage.
- Increase eye exam coverage and increase benefits for frames, lenses and
contacts.
Disability
- Increase the monthly percentage paid for long-term and short-term
disability by 5%.
Life Insurance
- Double life insurance amount provided for spouse and dependent without
increase in premiums.
401k
- Increase company match to 10% with ($.50) per dollar match.
Pension
- Improvements to the current pension benefits. Actual proposals as soon as
they become available.
- Expand the current agreement from the1999 negotiations, in regards to
early retirement language at age 58 for less penalty and earlier credit.
Maintenance Items
48. Reflect change in contract language for Local Unit Chairperson to Chief
Steward.
Wages
49. Wage Adjustments comparable with other Wisconsin Investor Owned
Utilities for the positions of:
Chief Line Technician (Small Crew)
All Gas Operations Positions
Assistant Project Designer
Unit Operators (Large Steam Plant) – (Small Steam Plant)
50. Equitable general wage increases for all other job classifications.
