There are a few issues being brought up to be noticed or legislated on at the State Capitol that affects utility workers.  I would like you to be aware of these issues.

 

1) Governor Doyle’s Energy Task Force (ETF) is participating in the drafting of bill (AB841 SB459) and amendments.  This piece of legislation deals with the diversion of the Public Benefits Fund to a general-purpose fund.  Every time you pay your utility bill an additional 3% of the total bill is added on to be paid by you to be used for energy efficiency and renewable energy programs.  This money should be used for that purpose for the benefit of Wisconsites.

 

2) Strategic Energy Assessment (SEA) covers assessing the state’s energy needs.  The Utility Workers Coalition has supported this effort to restore some semblance of planning for Wisconsin ’s energy needs.  Included as a priority is successor planning for utilities to ensure that there is a qualified workforce trained to staff the utility industry.

 

3) Keep your eyes on the Apollo Alliance group.  This is a coalition of labor, environmental, and community groups.  There have been recent meetings with the Department of Administration and Mayor Barrett of Milwaukee which indicates that projects focused on energy conservation in Milwaukee may get the needed financial support via the Public Benefits Fund.

 

4) Utility Service & Maintenance Rules (PSC 113) The Utility branch is working through the Utility Workers Coalition to ensure enforcement of rules that govern the operation and maintenance of power plants, transmission, distribution, and call centers at electric facilities in Wisconsin.
