Hello,

There are some pieces of legislation coming up that you might like to check out.

AB 15 Ethanol Mandate.  I’m not sure what you know about Ethanol but it is a piece of legislation coming around.  It is something to consider that might help our “oil addiction”.

Also TABOR aka TPA is coming around again.  This bill is designed for government budget purposes.  TABOR was used in Colorado with devastating results in their public services, education and infrastructure.  They are in the process of repealing this act.  Wisconsin legislators are renaming TABOR to Taxpayer Protection Amendment (TPA) to try and confuse people, this bill was resoundly beaten before and now they renamed it to try again.  TPA will put rigid limits in the Wisconsin Constitution on how much revenue the state, counties, cities, villages, public schools, technical colleges and special districts can collect each year.  It gives individuals an unprecedented right to sue any of these governmental units if they disagree with how the limits are implemented.  TPA undermines local control, creates a potential litigation nightmare for communities, and cripples the ability of elected representatives to thoughtfully respond to local needs.

The current tax system is unfair but TPA will preserve all the corporate tax breaks that have significantly shifted taxes from the business sector to individuals and residential property owners.  Of the 4,851 corporations with total revenue of at least $100 million, 65% paid no Wisconsin corporate income tax in 2003.

Also SB 459: the Energy Task Force Bill will be up for voting and we would ask that you contact your representatives to pass this Wisconsin energy bill.  This bill has had bipartisan support and passed February 21 by a vote of 32 to 1.  This bill SB 459 now moves to the State Assembly for vote.

Also there is the Ongoing Transmission Projects; SB 437.  Keep an eye on this one as it progresses.

If you have any questions on these bills contact any one of your Legislative committee members and they will give you help.  There are also many other bills out there that are of interest but would be too numerous to include.  If you go to www.thewheelerreport.com and click on the link Lobbying Information and then go to 2005-2006 Bills and Rules you will get a list of registered lobbyists and what legislation they are working on.
